RFOTR - IMPORTANT DRAFT SCHEME FOR THE REC

Today members of the RFOTR Committee met with members of B&NES council who support the Bath Recreation Ground Trust Board to get a briefing on the Charity Commission Draft Scheme for the Rec. This Scheme will be put before the Trust Board at the November 29th Trust Board meeting - RFOTR members welcome to attend. On approval by the Trust Board the Charity Commission will allow 28 days for comments before finally adopting the Scheme.

Some key points of the Scheme are:

1. Resolve the breaches of the existing trusts arising from the lease to Bath Rugby Club.

2. Bath Rugby will have a new lease no longer than the expired term of the current lease. This lease will have a larger footprint in exchange for replacement land suitable for the purpose of the charity.

3. This is the Charity Commission Scheme created by them.

Information about the Draft Scheme can be found at http://democracy.bathnes.gov.uk/documents/s23220/DraftSchemeForTheRec.pdf.

Approval of this Scheme will be the final step in a long road to getting Charity Commission endorsement for, and removal of barriers to, an arrangement that will enable redevelopment on the Rec. A key last step for RFOTR members and others will be to provide positive responses back to the Charity Commission on the Draft Scheme in the period from end of Nov to end of Dec. In a week or so we will be back to members with information on how they can do this. The Rec Trust will also be producing booklets with simplified information about the Draft Scheme and how people can respond to the Charity Commission. Stay tuned!

This is all a huge step forward - after almost 15 years we are getting very close!

Want to Ace That Interview? Try the STAR Technique - PayScale Blogs

By Jen Hubley Luckwaldt, PayScale.com

Most of us are nervous enough on job interviews. Trying to remember all your sterling qualities, without coming off like you're bragging or are totally flattened with stage fright can seem almost impossible.

And the worst questions are those open-ended "Describe the most difficult or rewarding?" But thanks to the ever-helpful Lifehacker, we now have a framework for answering these tough questions -- the STAR model.

1. Situation: Give a (brief) summary of the situation to provide context for your story. (Remember the journalist's friends, Who, What, Where, Why, and How.)

2. Task: Describe the task you performed, and don't forget to include specific challenges like deadlines or other concerns.

3. Action: What did you do to complete the task? This is your chance to show initiative, intelligence, dedication, etc., without coming right out and saying, "And here's where I was awesome."

4. Result: And where did all this get you? Hint: It should be someplace good. If you can offer specifics that help quantify the result, so much the better.

You can see a more complex version of the STAR model at the self-improvement blog Upgrade Reality.

Using Web Marketing In The Best Way ? Internet - ncs-ng.org

Online marketing is the number one essential tool for any online business. Promoting yourself and your website online is vital to the success of your business. Now is the best time to enter the world of Internet promotion. The following tips can help you figure out how to market your business.

TIPS! Think about how pertinent your service or product really is. Inferior products are still inferior no matter how well you market them.

You can use tools to see how many people are visiting your site versus how many people are ordering from your site. Analyze the information, and you can get quick feedback on whether your online marketing is effective or not. There are a variety of online tools that you can use to analyze your success.

TIPS! Coupons are a great way to entice your customers. This gives your customers a good reason to return, and also shows that you appreciate their business.

People often do not believe everything they read in ads. Like Pavlov?s dogs, people have been trained to be suspicious of an advertiser?s honesty. Don?t mislead people in any way about your services or products on your website. Offer plenty of product reviews, along with testimonials and test reports. Do not make false statements. Treat customers like they?re informed and intelligent. You should ensure that all customers are treated with honesty and respect. With honest, non-deceptive business practices, you?ll earn a good reputation and gain a core of loyal, repeat customers.

TIPS! Using ?guarantee? when you are marketing is a great idea. This assures customers that they do not have anything to lose by purchasing what you are selling.

TIPS! Use the signature line in forums and email to promote your business. If you are a member of online message boards and forums, you should put a link to your website in the signature.

The appearance and performance of your website is just as important as the in-store buying experience. Test all website functionality on a regular basis. Customers won?t shop at a store if they can?t get through the front entrance; online customers won?t likely wait around while you fix site bugs.

TIPS! Another option is putting it together with a product that is similar and selling it for a good price. Make sure that the terms of what you?re offering are clearly stated and easy to find.

A good online marketing strategy is to use image searching to your advantage. You can enhance your site by adding appropriate images, and this may attract additional customer exposure. People who are simply searching for information might end up taking a look through your website. They may come back another time if they like what they see, or even recommend your site to their friends.

TIPS! If regular emails to customers and potential customers are part of your Internet marketing strategy, make sure to rotate the links you include in your emails. People will quickly lose interest if you keep sending out the same kind of emails.

If you want to get a higher page ranking create a sale! You could buy your PageRank if it is a good deal, since deal sites and consumer sites will want to link with you. This is just like selling loss leaders for money.

TIPS! Utilize the word ?fast? when developing your advertising campaigns, and use that word everywhere that your products are discussed. Time is a valuable commodity for most people so let them know that you do everything in a timely manner.

As an Internet marketer, you want to become an expert on everything to do with your site. You need to be an authority figure to glean credibility from your visitors, and you can only do this by being knowledgeable and honest.

TIPS! Offer discounted prices. Show the discount price alongside the product?s original selling price for comparison.

Make sure that your site has something unique about it. If you can offer a unique, exclusive product, it can make a dramatic difference in the amount of traffic you receive. People will then investigate what else you have to offer, and that will bring your site legitimacy and helping your page ranking.

TIPS! Include some personal information in your campaign. Post a good photo of yourself and use your actual name.

Educate your customers about your products and how their lives will be improved by purchasing them. Convince the reader that their life would be better if they buy your product. Your advertising copy should read as if the customer is enjoying the special features and benefits of the product, even as they are reading the ad.

TIPS! It certainly sounds impressive to have profiles on all the social media sites you can think of, but you must give each your full attention so that it remains vibrant. Profiles that have not been updated recently are often viewed as spam.

Create a glossary containing all the terms linked to your industry to establish yourself as a professional. A glossary is beneficial to both potential and current customers and could help to direct new traffic toward your site. Anyone who searches for the terms you define will be directed to your site, providing you with exposure and a reputation as an authority.

TIPS! A quality website is vital to a successful internet marketing campaign. Here are things you should constantly strive to eliminate from your website: Glitches, broken graphics and bad links.

If you want to win with Internet promotion you should be serious about having great content on your site. Choosing the right color scheme can be very helpful. Keep the fact that the appeal of your website can make your visitors stay or go.

TIPS! Keep detailed statistics. This could be sales, refunds, referrals, conversion, or anything else you can measure.

You should have a better understanding of why Website marketing is important for your business. You can accomplish this through many methods. There?s lots of information on what you can do to take advantage of Affiliate marketing. JPMorgan unit can sell Texas power at market rates despite ban

HOUSTON (Reuters) - A federal regulator's order penalizing JP Morgan Chase & Co's energy trading arm will not affect the unit's business activity in the Texas wholesale power market, state and federal agencies said on Wednesday.

Last week, the Federal Energy Regulatory Commission (FERC) said it would suspend the ability of JP Morgan Ventures Energy Corp to receive competitive market prices for physical power it sells for six months starting in April 2013, after it made factual misrepresentations during an investigation into market manipulation in California.

The order created uncertainty in the Texas wholesale power market, according to industry sources, because JP Morgan operates in Texas and has a significant presence in the West Texas market which is less liquid than other regions in the state.

The Electric Reliability Council of Texas (ERCOT), which oversees the $34 billion wholesale power market for most of the state, said the ruling would have no direct impact on JP Morgan's business because ERCOT is not subject to FERC jurisdiction.

"The ruling is based on FERC authority that does not apply in ERCOT, so it has no direct effect on JP Morgan's market activities here," according to a statement from the grid operator.

"ERCOT expects that all market participants, including JP Morgan, will comply with all relevant laws, regulations and market rules, and we have no indication at this time that JP Morgan is not compliant with its obligations as a market participant in this region," the statement said.

FERC officials concurred.

The order "does not suspend JP Morgan's ability to make sales at market-based rates within ERCOT, because sales within ERCOT are not subject to the commission's jurisdiction under section 205 of the Federal Power Act.

The FERC order comes amid an investigation of JP Morgan's bidding activity and its communications with the California Independent System Operator.

ERCOT said the agency and Texas regulators will continue to perform market oversight activity and "will address any compliance issues that arise by any market participant."

JP Morgan's ability to trade derivatives, futures, natural gas and other commodities will not be impacted by the FERC order.

JP Morgan did not immediately respond to a request for comment.

New push for most in US to get at least 1 HIV test

EMBARGOED UNTIL 5 P.M. EST MONDAY,NOV. 19, 2012 - FILE - This June 27, 2012 file photo shows a patient using an oral test for HIV, inside the HIV Testing Room at the Penn Branch of the District of Columbia Department of Motor Vehicles, in southeast Washington. All Americans ages 15 to 64 should get an HIV test at least once _ not just people considered at high risk for the virus, a panel of government advisers proposed Monday. The draft guidelines from the U.S. Preventive Services Task Force are the latest recommendations that aim to make HIV screening simply a routine part of a check-up, something a doctor can order with as little fuss as a cholesterol test or a mammogram. Since 2006, the Centers for Disease Control and Prevention also has pushed for widespread, routine HIV testing. (AP Photo/Jacquelyn Martin, File)

(AP) ? There's a new push to make testing for the AIDS virus as common as cholesterol checks.

Americans ages 15 to 64 should get an HIV test at least once ? not just people considered at high risk for the virus, an independent panel that sets screening guidelines proposed Monday.

The draft guidelines from the U.S. Preventive Services Task Force are the latest recommendations that aim to make HIV screening simply a routine part of a check-up, something a doctor can order with as little fuss as a cholesterol test or a mammogram. Since 2006, the Centers for Disease Control and Prevention also has pushed for widespread, routine HIV screening.

Yet not nearly enough people have heeded that call: Of the more than 1.1 million Americans living with HIV, nearly 1 in 5 ? almost 240,000 people ? don't know it. Not only is their own health at risk without treatment, they could unwittingly be spreading the virus to others.

The updated guidelines will bring this long-simmering issue before doctors and their patients again ? emphasizing that public health experts agree on how important it is to test even people who don't think they're at risk, because they could be.

"It allows you to say, 'This is a recommended test that we believe everybody should have. We're not singling you out in any way,'" said task force member Dr. Douglas Owens of Stanford University and the Veterans Affairs Palo Alto Health Care System.

And if finalized, the task force guidelines could extend the number of people eligible for an HIV screening without a copay in their doctor's office, as part of free preventive care under the Obama administration's health care law. Under the task force's previous guidelines, only people at increased risk for HIV ? which includes gay and bisexual men and injecting drug users ? were eligible for that no-copay screening.

There are a number of ways to get tested. If you're having blood drawn for other exams, the doctor can merely add HIV to the list, no extra pokes or swabs needed. Today's rapid tests can cost less than $20 and require just rubbing a swab over the gums, with results ready in as little as 20 minutes. Last summer, the government approved a do-it-yourself at-home version that's selling for about $40.

Free testing is available through various community programs around the country, including a CDC pilot program in drugstores in 24 cities and rural sites.

Monday's proposal also recommends:

?Testing people older and younger than 15-64 if they are at increased risk of HIV infection,

?People at very high risk for HIV infection should be tested at least annually.

?It's not clear how often to retest people at somewhat increased risk, but perhaps every three to five years.

?Women should be tested during each pregnancy, something the task force has long recommended.

The draft guidelines are open for public comment through Dec. 17.

Most of the 50,000 new HIV infections in the U.S. every year are among gay and bisexual men, followed by heterosexual black women.

"We are not doing as well in America with HIV testing as we would like," Dr. Jonathan Mermin, CDC's HIV prevention chief, said Monday.

The CDC recommends at least one routine test for everyone ages 13 to 64, starting two years younger than the task force recommended. That small difference aside, CDC data suggests fewer than half of adults under 65 have been tested.

"It can sometimes be awkward to ask your doctor for an HIV test," Mermin said ? the reason that making it routine during any health care encounter could help.

But even though nearly three-fourths of gay and bisexual men with undiagnosed HIV had visited some sort of health provider in the previous year, 48 percent weren't tested for HIV, a recent CDC survey found. Emergency rooms are considered a good spot to catch the undiagnosed, after their illnesses and injuries have been treated, but Mermin said only about 2 percent of ER patients known to be at increased risk were tested while there.

Mermin calls that "a tragedy. It's a missed opportunity."

Beating the Dark Side of Quantum Computing | Systems Technology ...

beating Beating the Dark Side of Quantum ComputingA future quantum computer will be able to carry out calculations billions of times faster than even today?s most powerful machines by exploit the fact that the tiniest particles, molecules, atoms and subatomic particles can exist in more than one state simultaneously. Scientists and engineers are looking forward to working with such high-power machines but so too are cyber-criminals who will be able to exploit this power in cracking passwords and decrypting secret messages much faster than they can now.

Now, Richard Overill of the Department of Informatics at King?s College London is working in the field of digital forensics to develop the necessary tools to pre-empt the cyber-criminals as quantum computing becomes reality. Writing in the Int. J. Information Technology, Communications and Convergence, Overill explains that while quantum computing is in its infancy, as with earlier technological leaps once the nuts and bolts are in place, it will be adopted rapidly by computer scientists and others eager to utilise its enormous potential.

The technologies that will underpin quantum computing will be quite esoteric to the non-specialist and include laser-excited atomic ion traps using beryllium or calcium atoms, bulk liquid-phase and solid-phase nuclear magnetic resonance, as well superconducting solid-state circuits operating at liquid helium temperatures. Of course, the semiconductor, silicon chip technology underpinning current supercomputers is perhaps just as esoteric although seems more familiar to us now.

Nevertheless, it is not the complexities of the technology that is important but what it will allow computer users to do such as solving logistics problems by overlaying all possible solutions and allowing quantum mechanics to find the optimal route, for instance. Or creating encryption keys that could never be cracked by a conventional computer. And, as Overill warns, providing those intent on cracking passwords and such to apply computational brute force with immeasurable efficiency. Such power might be wielded by crime fighters and criminals alike.

?At first sight, therefore, it would appear that with the advent of practical quantum computers the task of cyber-law enforcement will become significantly more challenging,? says Overill. However, as has always been the case with crime and crime fighting, forensics constantly plays catch up with the technology exploited by criminals and so too with quantum computers. Overill provides a roadmap for how research into digital forensics must progress if crime fighters and investigators are to keep up with the pace of change.

Currently there is no answer to beating quantum crime. ?There are ultimate physical limitations on what forensic information can be recovered from a quantum computation,? says Overill. Forensic has always had such limitations but investigators are adept at obtaining clues regardless. ?So, our digital quantum forensics mission has to focus on learning how to get ?more from less,? by squeezing every last drop of information from the traces that can be recovered, and then devising novel techniques to interpret these traces as richly as possible.?
