The Rule of Law: Legal Immigration
The greatest asset of the American economy is the American worker. Just as immigrant labor helped build our country in the past, today?s legal immigrants are making vital contributions in every aspect of our national life. Their industry and commitment to American values strengthens our economy, enriches our culture, and enables us to better understand and more effectively compete with the rest of the world. Illegal immigration undermines those benefits and affects U.S. workers. In an age of terrorism, drug cartels, human trafficking, and crim-inal gangs, the presence of millions of unidentified persons in this country poses grave risks to the safety and the sovereignty of the United States. Our highest priority, therefore, is to secure the rule of law both atour borders and at ports of entry.
We recognize that for most of those seeking entry into this country, the lack of respect for the rule of law in their homelands has meant economic exploitation and political oppression by corrupt elites.? In this country, the rule of law guarantees equal treatment to every individual, including more than onemillion immigrants to whom we grant permanent residence every year. That is why we oppose any form of amnesty for those who, by intentionally vioating the law, disadvantage those who have obeyed it. Granting amnesty only rewards and encourages more law breaking. We support the mandatory use of the Systematic Alien Verification for Entitlements (S.A.V.E.) program?an internet-based system that verifies the lawful presence of applicants?prior to the granting of any State or federal government entitlements or IRS refunds. We insist upon enforcement at the workplace through verification systems so that jobs can be available to all legal workers. Use of the E-verify program?an internet-based system that verifies the employment authorization and identity of employees?must be made mandatory nation- wide. State enforcement effortsin the workplace must be welcomed, not attacked. When Americans need jobs, it is absolutely essential that we protect them from illegal labor in the workplace. In addition, it is why we demand tough penalties forthose who practice identity theft, deal in fraudulent documents, and traffic in human beings. It is why we support Republican legislation to give the Department of Homeland Security long-term detention authority to keep dangerous but undeportable aliens off our streets, expedite expulsion of criminal aliens, and make gang membership a deportable offense.
The current Administration?s approach to immigration has undermined the rule of law at every turn. It has lessened work-site enforcement?and even allows the illegal aliens it does uncover to walk down the street to the next employer?and challenged legitimate State efforts to keep communities safe, suing them for trying to enforce the law when the federal government refuses to do so. It has created a back-door amnesty program unrecognized in law, granting worker authorization to illegal aliens, and shown little regard for the life-and-death situations facing themen and women of the border patrol.
Perhaps worst of all, the current Administration has failed to enforce the legal means for workers or employers who want to operate within the law.
In contrast, a Republican Administration and Congress will partner with local governmentsthrough cooperative enforcement agreements in Section 287g of the Immigration and Nationality Act to make communities safer for all and will consider, in light of both current needs and historic practice, the utility of a legal and reliable source of foreign labor where needed through a new guest worker program. We will create humane procedures to encourage illegal aliens to return home voluntarily, while enforcing the law against those who overstay their visas.
State efforts to reduce illegal immigration must be encouraged, not attacked. The pending Department of Justice lawsuits against Arizona, Alabama,South Carolina, and Utah must be dismissed immediately. The double-layered fencing on the border that was enacted by Congress in 2006, but never completed, must finally be built. In order to restore the rule of law, federal funding should be denied to sanctuary cities that violate federal law and endanger their own citizens, and federal funding should be denied to universities that provide in-state tuition rates to illegal aliens, in open defiance of federal law.
We are grateful to the thousands of new immigrants, many of them not yet citizens, who are serving in the Armed Forces. Their patriotism should encourage us all to embrace the newcomers legally among us, assist their journey to full citizenship, and help their communities avoid isolation from the mainstream of society. To that end, while we encourage the retention and transmission of heritage tongues, we support English as the nation?s official language, a unifying force essential for the educational and economic advancement of?not only immigrant communities?but also our nation as a whole.

WASHINGTON (Reuters) - A former security guard at a U.S. consulate in China pleaded guilty on Thursday to trying to pass secrets to China, including photographs of the U.S. building site, prosecutors said.
Bryan Underwood, 32, planned to sell information about the U.S. consulate being built in Guangzhou to China's Ministry of State Security for $3 million to $5 million, the U.S. Attorney's office said in a statement.
Underwood, a former contract civilian guard, pleaded guilty in U.S. District Court in Washington to one count of attempting to communicate national defense information to a foreign government.
Underwood was arrested on the run by FBI agents in Los Angeles in September 2011 after initial charges that he lied about why he was taking photos of the consulate.
Underwood, a former Indiana resident, had worked as a guard at the consulate construction site from November 2009 to August 2011. He planned to sell the photos and other information after he was hit by stock market reverses, the statement said.
Underwood faces a maximum sentence of life in prison. Sentencing is set for November 19.
U.S. prosecutors have brought charges against numerous people over the years who have tried to spy for China. They include some who sought money in exchange for economic or national security-related information.

The young star, called IRAS 16293-2422, is part of a binary (or two-star) system. It has a similar mass to the sun and is located about 400 light-years away in the constellation of Ophiuchus. The sugar molecules, known as glycolaldehyde, have?previously been detected in interstellar space, but according to the researchers, this is the first time they have been spotted so close to a sun-like star.
In fact, the molecules are about the same distance away from the star as the planet Uranus is from our sun.
"In the disk of gas and dust surrounding this newly formed star, we found glycolaldehyde, which is a simple form of sugar, not much different to the sugar we put in coffee," study lead author Jes J?rgensen, of the Niels Bohr Institute in Denmark, said in a statement. "This molecule is one of the?ingredients in the formation of RNA, which ? like DNA, to which it is related ? is one of the building blocks of life."
Glycolaldehyde can react with a substance called propenal to form ribose, which is a major component of RNA, or ribonucleic acid. RNA is similar to DNA, which is considered one of the primary molecules in the?origin of life.?
Astronomers found the sugar molecules using the Atacama Large Millimeter/submillimeter Array (ALMA) radio telescope in Chile. Using ALMA, the astronomers monitored the sugar molecules and found that they are falling toward one of the stars in the binary system, explained study researcher C?cile Favre, of Aarhus University in Denmark. "The sugar molecules are not only in the right place to find their way onto a planet, but they are also going in the right direction," Favre said in a statement.
When new stars are formed, the clouds of dust and gas from which they are born are extremely cold. Much of the gas turns into ice on the dust particles, bonding together and becoming complex molecules, the researchers said.
As the newborn star develops, it heats up the inner parts of the rotating cloud of gas and dust, warming it to about room temperature, the scientists explained. This heating process evaporates the chemically complex molecules and forms gases that emit radiation that can be picked up by sensitive radio telescopes.
"A big question is: how complex can these molecules become before they are incorporated into new planets?" J?rgensen said. "This could tell us something about?how life might arise elsewhere, and ALMA observations are going to be vital to unravel this mystery."
Since IRAS 16293-2422 is located relatively close to Earth, scientists will be able to study the molecular and chemical makeup of the gas and dust around the young star. Powerful instruments, including ALMA, will also help researchers see the interactions of these molecules as new alien planets form.
The detailed results of the study will be published in an upcoming issue of the Astrophysical Journal Letters.

As a stay-at-home caregiver for my disabled husband, my daily at-home workouts are vital for my physical health and mental sanity.? Luckily, I have danced and exercised for most of my 61 years?nothing extreme, as I am more weakling than athlete?but just enough to be fun and keep me in shape.
Over the years, I have amassed a large collection of workout DVDs?each DVD contains from 3 to 6 separate routines, including warm-up exercises and cool-down stretches.? I do part of one DVD each day, spending only 20-30 minutes.? The variety keeps me from getting bored: aerobics; strength training and toning with 3-lb. weights or toning band; kickboxing; Pilates; floor exercises; and lots of dance, from hip-hop, jazz and salsa, to ?Dancing with the Stars? routines.? Some workouts are more aerobically challenging, and some are just easy fun.? If there?s a day when I?m not feeling up to par, I may just do the warm-up and cool-down sections of a DVD for stretching and blood circulation.
Workout DVDs can be found online and in stores of all kinds (even the grocery store!); many can be had for only $10-$12.? There is an endless number of video workout choices, from extremely challenging all the way down to simple exercises that chair- or bed-bound people can do.? My favorite video instructors are Chris Freytag and Jennifer Galardi?their varied routines are fun and clearly taught, with moderately vigorous levels of exertion.
These home workouts do not require a huge amount of space; I do them in a relatively small area of my family room.? I don?t need to push myself to go out to a gym, which can be inconvenient and expensive;? nor do I need a gym-presentable workout wardrobe?I just wear whatever is comfortable!
As we age, it?s important to keep stimulating our minds?learning new dance routines works our memory and coordination skills.? I do my daily workout in the late afternoon, to re-energize me for the second half of my challenging caregiving day; if I miss exercising on any day, I really feel draggy.
Of course, you should check with your doctor before taking on new exercise routines if you do not ordinarily exercise, and always listen to your body to avoid over-exertion or injury.

If you?re like many scrapbookers, vacations get you snap-happy, and you shoot tons of photos. When it comes time to scrapbook them, though, it?s easy to feel a bit overwhelmed. Hi, Stacy Cohen here, and today I?m going to share a fun idea for scrapbooking your summer travel photos!
With summer winding down and my kids back in school, I am now turning my attention to scrapping the photos I took on our family vacation last month. Because this was our first big family vacation, I went a little overboard with the picture-taking. I took hundreds of photos. Obviously I couldn?t scrap them all, so I wanted to maximize the number of photos I can get on a single page.
One way to do this is to create a mini flip book on a layout. The beauty of this is that you can use standard full-size photos (i.e., 4? x 6? or 3? x 5?), and it?s a really great way to use those adorable 6? x 6? scrapbook paper pads.

I created a vertical stack of tabbed layers that can lifted up to reveal the photo underneath.
My flip book has six layers. This is enough for six or seven photos, depending on whether you place a picture directly on the paper underneath the bottom tab. You could easily add more photo layers to your page by placing each layer closer together, and you can double the number of photographs by attaching a photo to both sides of each layer. Another variation is to create a horizontal flip book going across the page.
I got this fabulous idea from a layout in the September/October 2012 issue of Creating Keepsakes magazine.

1. Adhere one 6?x 6? sheet to the layout.

ScienceDaily (Aug. 28, 2012) ? Pity the male of the marine whelk, Solenosteira macrospira. He does all the work of raising the young, from egg-laying to hatching -- even though few of the baby snails are his own.
The surprising new finding by researchers at the University of California, Davis, puts S. macrospira in a small club of reproductive outliers characterized by male-only child care. Throw in extensive promiscuity and sibling cannibalism, and the species has one of the most extreme life histories in the animal kingdom.
The family secrets of the snail, which lives in tidal mudflats off Baja California, are reported online in a study in the journal Ecology Letters.
In the study, UC Davis researchers report that, on average, only one in four of the hundreds of eggs that a male S. macrospira carries around on his back belong to him. Some carry the offspring of as many as 25 other males.
Such extreme cases provide the raw material on which natural selection can work and shed light on more "mainstream" species, said study author Rick Grosberg, a professor of evolution and ecology at UC Davis.
"It opens our eyes to viewing other kinds of behavior not as weird or harmful but as normal," he said.
The snails were first described in an amateur shell-collectors newsletter, The Festivus, in 1973. Grosberg started studying the animals in 1994, when he brought some back from a collecting trip and realized that only male snails had egg capsules on their shells.
When the snails mate, the female glues capsules containing hundreds of eggs each to the male's shell.
The male's shell likely acts as a substitute rock, since the snails' habitat offers few surfaces on which to glue eggs, said co-author Stephanie Kamel, a postdoctoral researcher in Grosberg's lab.
Moving in and out with the tide on dad's (or stepdad's) back also protects the egg capsules from the extremes of heat and drying they might face if left on a stationary rock.
A male's shell may become covered in dozens of capsules, each containing up to 250 eggs. As the eggs hatch, a process that takes about a month, some of the baby snails devour the rest of their littermates. Typically only a handful of hatchlings survives the fratricide to emerge from a capsule and crawl away.
Kamel carried out DNA analysis of brood capsules to determine the eggs' parentage. On average, she found that the male snails had sired just 24 percent of the offspring on their backs. Many had sired far less.
"The promiscuity in the female snails is extraordinary," Kamel said, noting that some females mate with as many as a dozen different males.
Why do they do it? Typically in the animal kingdom, females invest more resources in an egg than a male does in a sperm, so mothers have a stronger interest in providing parental care. Males may mate with multiple partners to increase their chances of siring offspring, but typically make less investment in caring for those young. When dads do get involved, it's nearly always because they are assured that all or most of the offspring are their own. Male sea horses, for example, carry developing young in a pouch -- but all are their own genetic offspring.
One explanation could be that caring for the kids just doesn't cost the male snails much. But by tethering individual snails to a post sunk in the sand, Grosberg was able to follow them over time and show that the capsules do impose a significant burden, reflected in weight loss.
It may be that carrying the egg capsules simply represents the best of limited options for the males, Grosberg said, since it's impossible for them to mate without the female attaching an egg capsule to their backs.
Or carrying egg capsules may be a way for a male to show a female that he's good parent material.
"If he wants to get any action, he has to pay the price," Grosberg said.
Grosberg is fascinated by the conflicts that occur between parents, between siblings, and between parents and offspring as they each try to get resources and maximize their success in breeding. You can see these conflicts and rivalries all the way from simple animals to humans, he notes.
"Everything that intrigues me about family life happens in these snails," he said.
At the same time, no animal has gone as far as humans in evolving increasing cooperation between relatives, tribes and larger and larger (and less closely related) groups over time.
"We're good at seeing other forms of reward," Grosberg said.
The work was funded by the National Science Foundation.

WASHINGTON (AP) ? Critical ice in the Arctic Ocean melted to record low levels this sweltering summer and that can make weather more extreme far away from the poles, scientists say.
The National Snow and Ice Data Center reported Monday that the extent of Arctic sea ice shrank to 1.58 million square miles and is likely to melt more in the coming weeks. That breaks the old record of 1.61 million square miles set in 2007.
The North Pole region is an ocean that mostly is crusted at the top with ice. In the winter, the frozen saltwater surface usually extends about 6 million square miles, shrinking in summer and growing back in the fall. That's different from Antarctica, which is land covered by ice and snow and then surrounded by sea ice.
Normally sea ice in the Arctic reaches its minimum in mid-September and then starts refreezing. But levels on Sunday shrank 27,000 square miles ? about the size of West Virginia ? beyond the old record.
Figures are based on satellite records dating back to 1979. The ice center bases its figures on averages calculated over five days.
Data center scientist Ted Scambos said the melt can be blamed mostly on global warming from man-made emissions of greenhouse gases. There are natural factors involved too, including a storm that chewed up a significant amount ice earlier this month. But, he said, dramatic summer sea ice losses in all but one year since 2007, continuous thin ice, and warm air temperatures show a pattern that can only be explained by climate change.
"It really does imply that the Arctic is moving to a new state," said NASA ice systems program scientist Tom Wagner. "The Arctic is changing."
Wagner and Scambos said in 2007 some people thought it was just an odd year that caused the dramatic melt, but years like this one show something bigger is happening.
This milestone is a "substantial step" to the day when there will be no significant sea ice in the Arctic in the summer, said NASA chief scientist Waleed Abdalati.
"Why do we care?," Abdalati, an ice scientist, asked. "This ice has been an important factor in determining the climate and weather conditions under which modern civilization has evolved."
Scientists sometimes call the Arctic the world's refrigerator and this is like leaving the fridge door open, Scambos said.
"This is kind of a knob on global weather," Wagner said. "We don't know the impact yet" of fiddling with it.
Scientists say Arctic sea ice helps moderate temperatures further south in the winter and summer. A study earlier this year in the peer-reviewed journal Geophysical Research Letters linked some of the factors behind Arctic sea ice loss to higher probabilities of extreme weather "such as drought, flooding, cold spells and heat waves."
Scientists also say sea ice is crucial for polar bears and other animals.
Wagner said the changes in Arctic sea ice fits with glacier loss in Alaska and Canada and ice loss in Greenland. Earlier this summer, NASA satellites reported a dramatic melt in Greenland, where nearly every part of its massive ice sheet started melting, something that last happened in 1889.
Ohio State University ice scientist Jason Box has been monitoring Greenland, where he said temperatures have sometimes been 9 to 18 degrees warmer than normal this summer and the ice is reflecting far less heat ? and thus absorbing more energy ? than ever before.
Global warming physics for years has been saying if greenhouse gases are causing climate change, the Arctic will feel it first with loss of sea ice and melt in snow and ice on land, Box said.
"We're in a declining trend because the Earth is getting warmer," Scambos said. "It's going to continue to be a series of shrinking ice extents year by year... We're not going back."

Manila, Philippines -? Federal Land Inc. (Fedland), the real estate arm of taipan George S.K. Ty-led GT Capital Holdings, sees reservation sales hitting P12 billion this year, up 32 percent from P9.1 billion in 2011 as the country?s residential property market continues to experience steady growth.
Jose Mari H. Banzon, executive vice-president and general manager of Federal Land, said the company has already booked P8 billion in reservation sales for the January-July period, on track to realizing its yearend target.
?Our goal is to hit P1 billion in reservation sales a month,? he said.
To take advantage of a buoyant property market, the company would launch six projects in the second half, located in Fort Bonifacio, Binondo, Quezon City, Cavite, Paco Manila and Cebu.
Banzon said the company is building Central Park West, the second residential tower within its 10.4-hectare large scale mixed use complex in Bonifacio Global City. The project?s centerpiece is the 66-story Grand Hyatt Hotel which is touted to become the tallest building in the country.
Slated for completion in 2014, The Grand Hyatt Hotel would have 400 rooms and provide 40,000 square meters of premium grade office space. It would be managed by the Hyatt Group, a leading global hospitality firm.
The first six floors of the main skyscraper would house the hotel podium and ballroom while grade A financial and corporate offices would occupy the eighth to 30th floors. The upper floors to the penthouse levels, on the other hand, would comprise luxury suites and other hotel amenities.
Banzon said the company is also targeting to grow the share of rental operations to total revenues to 25 percent from the current 10 percent.
As of Dec. 31, 2011, Fedland had an available landbank of 100.7 hectares, of which 97.3 hectares are owned. The company believes its existing landbank would be sufficient for development over the next 20 years.
To attract a wider clientele base and increase its recurring income, Fedland is stepping up the development of its current portfolio of masterplanned communities that combine stand-alone high and mid-rise residential condominiums and mixed-use developments.
The company also intends to focus on developing office facilities catering to the business process outsourcing sector within its areas.
Its current portfolio includes the Grand Midori Makati, Bay Garden Club and Residences, Riverview Mansion and Four Season Riviera in Binondo, the Oriental Place in Makati and The Capital towers in Quezon City.? Fedland also operates the five-star Marco Polo Hotel in Cebu.

I don?t think relationships are really all that complicated. Someone wise once said,

I think relationships are simple, especially marriage. What they definitely are NOT is easy. Friendships, marriages and workplace relationships are easy. The situation gets dicey because people are involved.
Often the most difficult person in any relationship is the one staring back at you in the mirror. I know I am. I?m selfish, short-tempered, overly sensitive, bitter, possessive and socially awkward. That is my nature.
How I choose to act is all on me. By the grace of God He guides my steps, blesses my family and gives me the ability to love sacrificially, but it?s still a choice.
I love my wife because I can?t help it. I see LK and I can?t help but smile. She walks into the room and it?s all I can do not to take her in my arms and start making out. I love her laugh and appreciate everything she does to make our house a home. But I can still be a big, selfish baby and I must choose to act against that nature.

MEN: If you ask your wife what you can do to help and she points to the overflowing garbage can or that project you promised to finish 3 months ago you best be ready to follow through.
WOMEN: If you ask your husband what you can do to help and he asks for help with that project or a shoulder massage you?ve got to back up your offer.
MOMS/DADS: If you ask your kid(s) what you can do to help they may ask for some assistance with cleaning their room or if you can explain their homework.
This question creates an environment where we serve one another and support each other. Where needs are met and our selfish hearts are softened towards others. The focus shifts outwards to ?What can I do to help?? instead of inwards ?What can I get out of this??

Vienna, Austria: People who drive commercial vehicles, such as buses, taxis, trucks and aeroplanes, could be incorrectly reporting their symptoms of sleep apnoea due to their fears of endangering their employment, according to a new study.
The research will be presented on 1 September 2012 at the European Respiratory Society's (ERS) Annual Congress in Vienna. All the abstracts from the ERS Congress will be publicly available online today (26 August 2012).
People with the sleep apnoea suffer frequent disruptions to their breathing during sleep, leaving them with headaches, drowsiness and sometimes depression during the day. Obstructive sleep apnoea is a well-established risk for traffic accidents and commercial vehicle drivers could lose their licence if their illness is perceived to be compromising safety while driving.
The regular treatment for sleep apnoea is continuous positive airway pressure (CPAP), which uses a mask and other equipment to generate a stream of air to keep the upper airway open during sleep. As commercial drivers regularly do shift work, they don't follow regular patterns of sleep and also do not always sleep in one place; this makes adherence to CPAP treatment more difficult.
Researchers examined 37 commercial vehicle drivers with sleep apnoea and compared them with a control group of 74 patients. Both groups had similar characteristics of age, body mass index (BMI) and similar numbers of disturbances suffered on average during the night. Both groups also underwent treatment using CPAP.
Levels of sleepiness were then analysed using the Epworth Sleepiness Score; a well-established short questionnaire used to give levels of sleepiness during the day time. The survey provides a score, which is the sum of 8 items and can range between 0 and 24.The higher the score, the higher the person's level of daytime sleepiness
At the start of the study, commercial drivers reported an average score of 8.1 on the sleepiness scale, compared with an average of 11.0 reported by non-commercial drivers, despite a similar number of disturbances at night between the two groups. The difference was also seen after 6 months of treatment using CPAP therapy with the drivers reporting an average sleepiness score of 4.8 and non-drivers reporting an average of 7.7.
The results also showed that drivers received less treatment (only receiving CPAP for an average of 75% of days, compared with 83%) and also had more unscheduled visits to the clinic, which suggests they were struggling with their symptoms.
The authors speculate that the lower scores reported by the commercial drivers could be due to drivers under-scoring their sleepiness levels for fear of losing their licence permissions.
Lead author, Dr. Werner Strobel from University Hospital, Switzerland, said: "Our study suggests that commercial drivers are playing down their levels of sleepiness for fear of losing their jobs. Although this is very difficult to prove, both the group of drivers and the group of non-drivers began the study with a similar number of disturbances during the night. You would therefore expect their reports of sleepiness to be similar to begin with, however the drivers estimated their levels of sleepiness as lower than the non-drivers. This pattern continued throughout the course of the study, with drivers reporting lower symptoms, yet receiving less treatment and making more unscheduled visits to the clinic.
"We can assume from these results that commercial drivers with sleep apnoea symptoms could be under-reporting their sleepiness in order to protect their job. These results should be taken into account by healthcare professionals who are treating this group of people."
Dan Smyth from the Irish Sleep Apnoea Trust, said: "We know that an above average number of people involved in commercial driving have sleep apnoea. It is also known that many of them, mainly through ignorance of the condition and fear of losing their livelihood, are afraid to report it to their employer or seek help. The findings of this study confirm the current situation and show further evidence that Relative Advocacy and Support Groups, with the support of our legislators, must deliver a positive message on the benefits of treating Sleep Apnoea to the Transport Industry."
